The Hawaii Longline Association (HLA) is a non-profit 501C3 corporation. There are two categories of members. Voting members are permit holders in the Hawaii Limited Entry Longline Fishery. General membership consists of anyone with interest in the fishery that has applied for HLA membership.
Its Board of Directors governs HLA. The current board members are:

Leland Oldenberg (F/V Owner/operator)
The board member’s terms are three years. There is an annual election for the three board positions that are completed. Only members with Hawaii Longline Limited Entry Permits are eligible to vote in these elections. There is one permanent directors seat for the United Fishing Agency ( UFA ). This Board member is appointed by UFA .
Funding
Member vessels contribute $0.02 per pound of fish landed. UFA contributes $0.01 per pound landed at UFA . Since HLA was formed, 100% of the longline vessels landing fish at UFA have contributed.
“Other contributions” included several fish buyers whose contributions were approximately $11,800.00. Fishing supply companies, other supporters, and Individual boat owners (in addition to their $.02 per pound contributions) contributed over $78,500.00.
Expenditures
Miscellaneous expenditures include costs for IRS payments, Translation services, community outreach projects such as the Honolulu Harbor Fest & the Kakaako Children’s Festival, Hawaii Seafood Festival, International Fishers Forums, and HLA sponsored meetings.
The HLA General Manager is the only paid position in HLA. The position pays approximately $3,300 a month and is categorized as a consultant fee. The General Manager serves at the discretion of the board. Scott Barrows is the current holder of this position.
